December minutes of meeting held 7th December 2009
Present: Cllrs S Purser (Chairman), P Percival, G Hearnden, G Parker, L Steer, S Hamilton-Cox, M Howell, Mrs J P Banks (Clerk) and seven members of the public. Cnty Cllr J Brook attended the meeting for a short time.

2) Public Discussion
Hedge & Weeds at Bridford Inn - a Parishioner reported that nothing has been done yet.
The continuing growth of the hedge and weeds is narrowing the width of the road. The
Parishioner also reported that rain water running out of the pub car park is in danger of
flooding the homes opposite. The water does not run anywhere near the drain. The
Clerk will contact Highways again to chase up the Lengthsman.
Carol’s Corner - a Parishioner asked if there is any further information and the Chairman
confirmed that Dartmoor National Park is now taking enforcement action.
Dog Fouling - a Parishioner told the Council that the problem is becoming much worse.
He intends to send a letter to the Dog Warden at Teignbridge District Council and
suggested that residents should ‘name and shame’ the owners of offending pets.
Parking - a Parishioner commented that parking outside of Old Harriers is becoming a
problem again. Also bins put out on dustbin day are causing a hazard in the road. Cllr
Howell offered to visit the owners to discuss.
Mud on road at Seven Acre Farm - a Councillor reported a lot of mud on the road where
the cows go in and out. There is also water running across the road again at Brooks
Garage. Cllr Percival offered to visit the farm to discuss the matter.
Overhanging trees at end of Moreton Terrace - a Parishioner asked if anything could be
done as this was resulting in parked cars becoming plastered in bird droppings and dead
leaves. The trees are likely to interfere with the telephone cables with which they are
entangled. The Clerk confirmed that this had been brought to the attention of Highways
on a previous occasion but because the trees are on private land, no action could be
taken and a letter sent to the owner had not received a response. The Clerk will send a
further letter to the owner of the property.
Burnicombe - the owner wished to comment on subject matter contained in
correspondence between himself and the Parish Council. A brief discussion took place
and his comments were noted.
3) Declarations of interest - none
4) Minutes - the Parish Council resolved to approve the minutes of the meeting held on 2nd November 2009 as a true and accurate record. The minutes were signed by the Chairman.
MATTERS ARISING
5) Parish Plan - the Parish Councillors will organise a working party to relocate the new Bridford Twinning Sign which DCC have incorrectly put up at the bottom of Neadon Lane.
6) Allotments - the tenant of plot 6a has given one months notice that they will be giving up their allotment. The Clerk has a waiting list and will offer the plot to the next person on the list. One annual rent remains outstanding. Cllr Howell as the Allotment Liaison Officer will visit the tenant to find out if they wish to continue.
The Bridford Challenge Cup has now been suitably engraved for the “Best Kept
Allotment”. Cllr Percival offered to arrange for a base to be made for the trophy.
7) Play Area - Cllr Parker advised the Council that tenders have been received for the potential works to the Play Area, but she is not in a position to report in any detail until

they have been evaluated and discussed with the Playing Field Committee. However, in order to meet deadlines, figures have been submitted to a potential funder.
A letter has been received from the Playing Field Group confirming that it will be donating £1,500 to the Parish Council towards the Play Area project. Having discussed the matter earlier in the year, the Parish Council resolved to put aside a further £2,875 towards the project, the amount of £875 being the V.A.T. element of the invoices to be paid by Ugbrook Environmental Landfill Scheme.
Written approval and permission to install new play equipment has been received from Teignbridge District Council in accordance with a covenant in the licence agreement between the District Council and Bridford Parish Council.
The Chairman thanked Cllr Parker for her work and dedication to the project.
8) Boundary Committee - the Chairman confirmed that an announcement would be made the following day.
9) Telephone Kiosk - the Chairman reported that Teignbridge District Council has made a blanket objection against the loss of any rural telephone service. Dartmoor National Park Authority has agreed to do the same except where a Parish Council has consulted and agreed for the kiosk to be removed. If in the future, the service is discontinued at Bridford, the Parish Council has resolved not to adopt the telephone kiosk. The Clerk will inform BT.
10) Christmas Tree - Roger Clark has confirmed he will organise a team to install and decorate the tree in the Village Garden.
11) Dates for 2010 Parish Council Meetings and Annual Parish Meeting - next years meeting dates have been confirmed. Details can be obtained from the village notice boards, Unity Magazine and the Bridford website www.bridford2day.ws/bridford
12) Bridford Roads - acknowledgement has been received in response to the Parish Council’s latest request to repair large potholes. Devon County Council does not consider these a priority. A Councillor who also reported the road damage has however, had confirmation that Devon County Council has made a site visit and taken measurements so that the contractors can fill in the holes. The Clerk will write again highlighting other areas that require attention.

13) MEETINGS ATTENDED
Dartmoor National Park Authority Forum - attended by Cllr Purser. This was not well
attended. It included a general update of ‘goings on’ in the Park and discussions
regarding the Mires Project involving Exmoor and Dartmoor and the Hill Farm project
entry level schemes. DCC gave a presentation on the new cycle and walkway between
Lustleigh and Moretonhampstead.
Bridford Trust Meeting - attended by Cllrs Percival, Hearnden and Purser. Items
discussed included security at the new Information Centre and the possibility of trying to
get the youth involved in a regular cleaning programme. The Trust is looking to replace
the kissing gate with one that will be accessible for prams and pushchairs. New projects
include a possible composting toilet. There will be a party for all members on 12th
January.
Village Hall Meeting - attended by Cllr Hamilton-Cox. Everything ticking over nicely.
The new cleaners are doing a good job.

FINANCE & ACCOUNTS
22) Precept - information received from Teignbridge District Council. For every£1,000
precept, the estimated Band D charge will be £4.09
23) Draft Budget 2010/2011 - the Parish Council discussed and resolved to approve the draft budget submitted by the Clerk. The Parish Council resolved to set the precept figure at £4,900, the same as last year.
24) Financial Regulations - the Parish Council resolved to approve and adopt revised
financial regulations submitted by the Clerk with immediate effect.
25) Use of home as office payment - the Parish Council resolved to approve a request from
the Clerk re a payment of £3 per week, backdated to 1st April 2008.
26) Computer - the laptop computer provided to the Clerk by the Parish Council has ceased
to function. Cost to repair £230 / to replace £350. The Clerk is pursuing the
manufacturer for recompense. If not successful, the Parish Council have resolved to
authorise the Clerk to purchase a new computer.

The Parish Council resolved to approve the accounts and expenditure. The
Chairman checked the invoices to the cheque book and the reconciliation to the bank
statement and initialled the documents. The cheques were signed by two Councillors.
The Chairman invited Cnty Cllr Brook to speak
This is the last year of already known public financial settlement and Cnty Cllr Brook advised the Parish Council that if it was going to require funds in the future, it should ask for them now as Devon County Council is expected to save £21m in efficiency savings in the future. Post 2010 is going to be particularly difficult financially and we need to be increasingly vigilant as to what we need for the future. Public expenditure cuts from 2011 will be horrendous as responsibilities move from the authority to the individual. In rural parishes, much is done free of charge and this will need to increase with a return to self reliance.
Cnty Cllr Brook brought a map showing the location of Bridford’s street lights and asked
The Parish Council to survey / discuss and decide where eradication of lighting would be
detrimental. It is planned in certain areas to cut out lighting between midnight and 5am,
but timing switches would be put in where lights are needed. The Clerk will make copies
of the map to circulate to Councillors and the item will be put on the January agenda to
allow the public to comment.
Contrary to the notes at item 8 earlier in the meeting, Cnty Cllr Brook was able to
confirm, hot off the press, that The Boundary Committee has now completed its review
in Devon and has provided advice to the Secretary of State and made an alternative
proposal for unitary local government in Devon. There will be a period for
representations to be made to the Secretary of State about either the alternative proposal
or the origina

MINUTES OF THE MEETING HELD ON MONDAY 2ND NOVEMBER 2009 AT THE VILLAGE HALL AT 7.30PM
Present: Cllrs S Purser (Chairman), P Percival, G Hearnden, G Parker, L Steer, S Hamilton-Cox, Mrs J P Banks (Clerk) and five member of the public. Cnty Cllr J Brook attended the meeting for a short while.

2) Public Discussion
Weeds - a Parishioner voiced concern that nothing has been done about the weeds at the base of the wall adjoining the Bridford Inn. This is reducing the width of the road and causing vehicles to drive very close to the properties opposite. The Clerk confirmed that the matter had been reported to DCC Highways who had passed the job to the Parish Lengthsman. The Clerk will follow up with DCC. A Councillor mentioned the following other places where weeds have taken over and need attention: the pavement between Tower View and the telephone box and the path between School House and Church Steps. The Clerk will ask for these to also be brought to the attention of the Lengthsman.
Parking - a Parishioner raised the subject of parking at Harriers. Residents in properties beyond this point are worried that the emergency services would not be able to get through. Another Parishioner had problems getting through with a tractor and trailer.
There are new owners at Harriers since the parking investigation took place last year. The Clerk will telephone them to discuss
Dog Fouling - the problem is becoming worse again, particularly on Church Path. A Parishioner has had to clear up after other people’s dogs as well as his own. The Clerk will put another item in Unity. Dogs have been seen in the Play Area - the “No Dogs” sign was not replaced on the new gates. Cllr Parker will contact TDC to put up a new sign.
Bridford Challenge Cup - it has been established that the cup found at Bridford Barton belongs to the Church but they would be happy for it to be used by the Parish Council for an annual award for the best kept allotment. The Clerk will get it engraved and ascertain how much it would cost to have a base made for it.
The Big Tidy Up organised by TDC. John Lund confirmed that the Scouts would like to help by tidying up the Woodland Park, the Play Area and Christow Playing Field. The Scouts will parade in Bridford on Remembrance Sunday.
Bus Service - a Parishioner complained that although residents were told that the bus would run during the recent road works on the B3193, it only arrived on Monday and Tuesday and not at all during the rest of the week.
Burnicombe - The owner of Burnicombe Farm attended the meeting to discuss the content of his letter recently sent to the Parish Council. A lengthy discussion took place about the issues raised in the letter and about the past, present and future plans the owner has for Burnicombe Farm.
Cnty Cllr J Brook joined the meeting at 8.15pm and the Chairman invited him to speak.
There have been items in the press regarding redundancies at care homes run by DCC
which have been run grossly inefficiently. Cnty Cllr Brook queried whether the quality
of care is going to be met. The process has been ongoing and DCC has to ensure that
homes are spending wisely.
DCC still has grant funds available but these monies will get used so anyone wishing to
apply should not delay.

A Cllr asked the Cnty Cllr about DCC road repairs budget. The £2m allotted had not yet
been spent. DCC is committed to roads and all projects have been financed.
The County Farms Policy is under review. This provides a valuable service for new
Entrants into the industry. The Chairman thanked Cnty Cllr Brook for attending.

4) Minutes of the Parish Council Meeting held on 5th October 2009 - the Parish Council resolved to approve the minutes as a true and accurate record.
MATTERS ARISING
5) Parish Plan - the Parish Council received an enquiry regarding the Parish Plan update which Cllr Percival responded to. “A lot has been achieved and things have improved along the way”
6) Allotments - cup for best kept allotment dealt with under Public Discussion.
7) Play Area - a grant of £1,000 has been offered by Devon Playing Field Association. The offer must be accepted in writing within two months of the date of the offer letter. The Clerk will send a letter of acceptance.
A Parishioner reported a recent occurrence of vandalism at the Play Area. There is
minimal damage. Ropes in the football nets have been cut, cans and bottles were
strewn around. Nails are exposed where the wooden edging to the swings area has been
ripped up. The Parishioner had already tidied up before reporting the incident which
was also reported to the local PCSO.
The Clerk has received a report that the ‘no dogs’ sign has not been put back on the new
gates. Cllr Parker will contact TDC to get the notice replaced as soon as possible.
8) Boundary Committee - no further information at this time.
9) Bridford Telephone Kiosk - the Parish Council has received an email from ‘a concerned Parishioner’ urging it to pursue the preservation of the telephone box as a vital part of Bridford’s heritage. The Clerk has written to BT, Teignbridge and Dartmoor National Park requesting their support to retain the telephone kiosk as a working service. The Council’s comments will be taken into consideration when discussions are held in December.
BT has replaced the door of the telephone kiosk nearly two years after it was blown off
during high winds.
10) Notice Board - the new notice board has arrived and is in situ next to the telephone box. The key to the notice board will be held by Cllr Hamilton-Cox who will be happy to receive items to be displayed. 11) Burnicombe – No further discussion took place as the issues had been considered in public question time.

11a)Christmas Tree for the Village Garden - the Clerk will contact Roger Clark to confirm
that he will organise the tree again this year. The Parish Council resolved to approve an
S137 payment of £25 for this purpose.
11b) Dates for 2010 Parish Council meetings. The Clerk circulated a list of dates to the
Councillors for consideration.

does note that the revised plans reduce the decking area and state for ‘office use only’.
The Parish Council considered requesting the removal of the structure but on balance is

building. This would do away with the need for caravans and other structures on the
site which would then be removed.

CORRESPONDENCE
Correspondence not requiring a response will be circulated to all councillors after the meeting (appendix A)
21) Devon Association of Parish Councils - AGM was held 26th September. Members agreed
to increase the subscription rate by 2% for the financial year 2010/2011 and agreed that
the Association would change its name from the Devon Association of Parish Councils to
the Devon Association of Local Councils from 1st April 2010.
22) Street Lighting: Part-Night Lighting Policy - as this is not relevant to Bridford, the Parish
decided not to comment.
23) SW Love Food Hate Waste Campaign - a regional marketing and communications
campaign will run from 12th October until 8th November.
24) We Want Your Views - a Green Spaces Strategy has been drafted for Teignbridge to
enable protection and enhancement of its parks and open spaces over the next twenty

years. This document is available for public consultation until 30th November 2009 and
can be viewed at www.teignbridge.gov.uk/greenspacesstrategy Bridford Parish Council
provide their own green spaces at their own cost. Clerk to send email response to ask if
there are funds available for upkeep.
25) NHS Foundation Trust - Full Consultation Document. This has been circulated to all
Parish Councillors for their comments.
26) BUSINESS AT THE CHAIRMAN’S DISCRETION - none
27) DISTRICT COUNCILLOR’S REPORT by Dst Cllr Purser - the Scrutiny Committee
is concerned that it is not carrying out enough over viewing. Job losses - there are no
planned redundancies but there are concerns over the amount of Government grant that
will be available over the next few years. At DNPA there is a similar situation re jobs
and budgets. 75% of DNPA running costs relate to staffing. The Planning Committee
enjoyed a tour of planning decisions made, one being at Manaton and another at
Waterwell where a 500 metre leat and two water turbines produce sufficient power to
supply eighty houses.
28) Public Discussion
Roads - a Cllr raised the subject of the terrible state of the roads in the Village. The road
opposite Moreton Terrace continues to deteriorate while waiting for repairs to be carried
out and another area of concern is outside the entrance to Neadon Farm. The Clerk will
contact DCC Highways again but will also enlist the help of Cnty Cllr Brook to try and
speed things along.
There being no further business, the Chairman closed the meeting at 9.30pm.
The next meeting will be held on Monday 7th December 2009 in the Village Hall at 7.30pm. All members of the public and the press are cordially invited.

Following a site visit, “the Parish Council was impressed with the applicant’s knowledge of and sympathy for listed buildings, in particular Bridford Barton. The Parish Council has no doubt that the works will be carried out in a professional and conservative minded way. The Parish Council fully supports this application”

MATTERS ARISING
5 Parish Plan - there was nothing new to report
6 Allotments - Cllr Howell reported that the allotments tenants are now generally winding down for the winter. The Parish Council discussed whether or not to increase the allotment rents for the year 2010/2011, as twelve months notice must be given to tenants. The Parish Council passed a resolution for the rents to remain the same. Allotment Officers’ Forum - there is to be a meeting in Bristol on 24th November 2009. It is not expected that any one from Bridford will attend. Bridford Cup - at the last meeting, a suggestion was made that the silver trophy found recently at Bridford Barton should be used to award to the tenant of the best kept allotment. It still has to be established who the trophy belongs to and what it was originally used for. Cllr Howell volunteered to make enquiries.
7 Play Area - Cllr Parker now has the keys to the main gate. The keys will be held by Cllr Parker and Nick Lockwood. The contractors have their own key. There is a lot of rubbish strewn around the far end of the Play Area past the swings. A Parishioner offered to pick it up. It was suggested that the Scouts may wish to be involved in keeping the Play Area tidy as part of their involvement in the “Let’s Clean Teignbridge Together” campaign. The Clerk will contact John Lund to suggest the idea.
8 Notice Board - the Clerk confirmed that work had begun on the order for a new notice board with Village and Urban and it is hoped to be delivered by the end of the month.
9 Overgrown Footpath behind Lowton Farmhouse - the Parish Council wrote to Simon Lee, DNPA Ranger, following a complaint passed on by Dunsford Parish Council. Simon has promised to investigate the path as soon as he can.
10 Roads in Bridford - Loose chippings - reply received from Southern Area Highways Management confirming that they have asked for the road to be swept at the top of the hill on the back road to Christow.
Potholes throughout the Village - particularly bad opposite Moreton Terrace - Southern Area Highways Management confirm that these potholes have been included on the patching schedule but they are unable to give a date when the work will take place.
Water Leak - a Councillor reported water leaking from a stopcock cover in the road outside Hazelbank. The Clerk will inform South West Water.
ANY OTHER MATTERS ARISING
11 Burnicombe - the Enforcement Officer for DNPA confirmed that a letter will be sent to the owners of Burnicombe, advising them what DNPA will not allow. Under current discussion is the unauthorised toilet block, the level platform for the yurt (this could be classed as change of use or development) and the siting of a timber clad mobile home which is virtually on the same site where permission was granted for an agricultural building for storage of tools. DNPA confirm that the matter is ongoing and will keep the Parish Council updated.
12 Carol’s Corner - the Enforcement Officer confirmed that they now have an ‘authorisation for action’ for the removal of the mobile field shelters

14 Bridford Barton, Bridford listed building consent - proposed internal alterations including replacement of stairs, balustrade and windows, plus removal of rear 1970’s swimming pool and terracing. Following a site visit, “the Parish Council was impressed with the applicant’s knowledge of and sympathy for listed buildings, in particular Bridford Barton. The Parish Council has no doubt that the works will be carried out in a professional and conservative minded way. The Parish Council fully supports this application”
15 Cedar House, Blackpool Copse, Bridford - amendment to proposed erection of garage / implement store. “The Parish Council’s previous comments remain the same”.

already written to BT reminding them that the telephone kiosk still has no door after nearly two years.
After a discussion, the Clerk was asked to write to 1) BT informing them that in the eyes of the Parish Council, a telephone box which was used to make 102 calls last year cannot be considered as not worth keeping. 2) Teignbridge District Council, reminding them that six months ago they assured the Parish Council that the Bridford Telephone kiosk was safe 3) Unity magazine to place an item asking Bridford residents if they feel strongly about retaining their local call box, with comments to be sent to the Clerk.
25) Road Closure - B3193 Teign Valley Road from Teign Terrace to Canonteign Junction will be closed from
Monday 12th to Friday 16th October 2009 inclusive between the hours of 08.00 and 18.00 to enable
resurfacing to take place. This closure means that Bridford will have only the first and last Service 360
buses for the duration of the closure. With respect to the provision of, for example, alternative shuttle
services in such circumstances, current County policy is to provide only when a community would
otherwise be entirely cut off from the public transport network for more than one week. The Clerk will
ascertain exactly where the road will be closed as it is not thought that a road closure beginning at Teign
Terrace will prevent the Exeter bus getting to Bridford, although it is accepted that the Newton Abbot bus
will not be able to run on the Wednesday.

BUSINESS AT THE CHAIRMAN’S DISCRETION
27) Community Consultation - the Teignbridge Strategic Partnership is giving people the opportunity to have
their say about what local organisations should be providing for communities in Teignbridge and there is a
chance to win £100. The Consultation is running until the end of October and could directly influence the
nature and the way in which local services are provided in the future, Members of the public can go to
www.teignbridge.gov.uk/tsp to complete the online questionnaire or telephone 01626 215872 to be sent a

questionnaire by post. Alternatively, anybody can visit the TSP Roadshow which is travelling around
Teignbridge during October. Roadshows in this area are at Bovey Tracey Produce Market on Saturday
10th 8.30am - 1.00pm and Newton Abbot Leisure Centre on Wednesday 28th 4.00pm - 8.00pm.
28) DISTRICT COUNCILLOR’S REPORT- Report from Teignbridge District Councillor Stephen Purser
who reported that once again it had been a quiet month and that this seems generally to be the case. The
Credit Crunch Commission is going to revisit subjects previously discussed to see if there is any more to
do. TDC is undergoing a big reorganisation of its departments. DNPA - there are budget savings to be
made. A Ranger wished to take early retirement and this has been allowed. A ‘low carbon’ festival is to
take place incorporating a ‘climate change’ week when various events will take place. In Dunsford,
houses are being opened to show off energy saving devices such as solar panels.
Public Discussion
29) Village Hall - a Parishioner reported that DCC have booked the Village Hall and asked why nothing had
been publicised regarding a DCC event. The Chairman confirmed that the booking was probably a
private booking for a staff training or away day and that the Parish Council would have not reason to
know any other details.
30) The Bridford Inn - a Parishioner asked if there was any further news regarding the Village pub which has
now closed. There are a number of rumours circulating but nothing definite.
31) Road Closure affecting the Bridford Bus Service - referring to item 25 on the agenda, a Parishioner asked
why the public had not been informed that only the first and last bus on service route 360 to Exeter will
operate while the B3193 is closed. The Clerk will contact the Transport Co-ordination Service at County
Hall to ask what provision has been made for the school bus and what information has been made available
for the travelling public.
32) Dead animals on the roadside - a Parish Councillor has been asked by a Parishioner who they should
contact to pick up dead badgers as there seem to have been a lot of casualties recently. The Clerk
confirmed that the Dog Warden would pick up the carcasses and agreed to obtain a contact telephone
number to place in Unity.
33) Pheasant Shooting - the Chairman reported that a landowner in the Clifford Bridge Area has been
organising pheasant shoots and has put out 45,000 pheasants.
There being no other business, the Chairman closed the meeting at 8.05pm

MINUTES OF THE BRIDFORD PARISH COUNCIL MEETING HELD ON MONDAY 7TH SEPTEMBER 2009 AT THE VILLAGE HALL AT 7.30PM

2) Public Discussion
Help the Heroes - The Chairman reported on the progress of local resident Monty Cox who is undertaking a sponsored walk from Bridford to Wooton Bassett. At the date of this meeting, Monty had reached Chippenham and had collected the phenomenal amount of £8,000 in cash along the way, with one more day to go before reaching his final destination.
Wood stacked on Bridford Hill awaiting collection - this has now gone.
Burnicombe - there have been more parties over the weekend and the Chairman has
received a complaint from a Parishioner together with photographs. Apart from the main
yurt, a truck arrived and four more smaller yurts/marquees were erected. Cars were
arriving all over the weekend and several fields were being used to pitch tents and park
cars. The Chairman confirmed that he has forwarded the photographs to DNPA and has
asked for an update on the situation which is already being investigated by the
Enforcement Officer with regard to previous issues. The Clerk will formally contact
DNPA to request an update in writing.
Road Repairs - a Councillor reported that following the redressing of the back road to Christow, the section at the top of the hill opposite Elm Tree Cottage does not appear to have been rolled sufficiently as the chippings have not bedded into the tarmac, causing vehicles to skid at the junction. The Clerk will contact Highways to advise of the Parish Council’s concern.
Newton Abbot Bus Service - the Chairman reported several local residents’ annoyance at the service provided recently by Dartline when the bus became full very early in the journey and did not pick up passengers at subsequent stops along the route. On the return journey from Newton Abbot, there were more passengers than seats available and a number of women and children were left behind. The Chairman, in his capacity of District Councillor wrote to the bus company who have confirmed that this was a ‘one off’ situation when more people than usual were wishing to use the bus and hopefully, it will not be repeated.

4) Minutes of the Parish Council Meeting held on 3rd August 2009 - the Parish Council resolved to approve the minutes as a true and accurate record subject to two amendments.
MATTERS ARISING
5) Parish Plan Swine Flu - although it was initially thought that the flu epidemic was on the retreat, it now appears to be coming back and everyone is advised to be aware.
6) Allotments - Plot 4a which becomes vacant on 1st October has been offered to Mrs Katie Price. The Clerk will issue the agreement to Mrs Price and formally end the previous tenancy agreement with Mrs Gervers.
7) Play Area - Cllr Parker reported that the new gates have been installed, a high visibility
pedestrian gate and larger double lockable gates which are awaiting the arrival of keys. Cllr Parker is arranging quotes for various purchases and jobs to be done and has been liaising with the Clerk to ensure that things are done correctly in accordance with the

Parish Council. Cllr Parker continues to apply for grants for the Play Area and the Chairman thanked her once again for her ongoing work.
8) Twinning Sign - the new sign which arrived in the wrong colour, with spelling mistakes and incorrect wording has gone back to be remade. At previous meetings, it has been suggested that the twinning sign distracts from the new Bridford stone and the subject was raised again. After much discussion, the Parish Council unanimously resolved to site the replacement twinning sign approximately twenty yards further up the hill. Once the new sign has been attached to the posts, a working party will be organised to relocate it.
9) Notice Board - the Clerk confirmed that the insurance company have agreed to pay for the replacement notice board as per the quote submitted by Village and Urban, together with the installation costs, but subject to an excess of £100 which will have to be paid by the Parish Council. The Clerk confirmed that an order has been placed and that the notice board should arrive in October.
ANY OTHER MATTERS ARISING
10) Road Maintenance - a Councillor again raised the subject of the deterioration of roads in the Village, in particular the potholes opposite Moreton Terrace and the two roads to Moretonhampstead which are considered to becoming dangerous. The Clerk will write again to DCC Highways.
The Clerk has been contacted by a Parishioner, concerned over the closure of Neadon Lane for two days in August when no work was actually undertaken. The Clerk confirmed that a letter has been sent to S W Water who put up the road closure signs.
MEETINGS ATTENDED
11) Cllrs Percival and Hearnden attended a recent meeting of the Bridford Trust. The mower problems have been sorted. It has been agreed to jointly enter the Woodland Park and Rowden Valley for the next Edward Morshead Award. The kissing gate is to be made into an ordinary gate. The ash tree at the end of the footpath at the entrance to the wood will need attention. Future projects discussed include a compostable toilet (not considered worth doing), electricity (to be provided by a generator) and water (provided by rainwater). The Twelth Night production went very well and the company wish to do it again. Successful liaisons with younger residents have resulted in the Trust being assisted by two local youths. The subject of finance from the Parish Council was discussed but is not appropriate at the moment. The Trust are still having talks over the possibility of the Parish Council taking it over some time in the future.

16) Internal Audit Fee - the Clerk wrote to the internal auditor querying the fee charged for the 2009 audit. A reply has been received from Ken Abraham, the internal auditor, confirming that the fee scale is based on the expenditure/payments for the year prior to the audit i.e. the fee charged for the 2009 audit is based on the expenditure for the year 2007/2008 which saw increased expenditure due to the purchase of the allotments, new computer equipment and the new Bridford sign. This system enables the Parish Council to accurately budget for the coming year.

21) Senior Community Safety Days - TDC has organised a series of Senior Community Safety Days, the local one being at Forde House, Newton Abbot on 15th September. Anyone wishing to attend should contact the Clerk.
22) The Big Tidy Up - The ‘Let’s Tidy Teignbridge Together’ campaign will take place across the district between September 2009 and March 2010. If there are any local landmarks or ‘grot spots’ that Parish Councils would like to tidy up, TDC will provide posters to advertise the event and will also provide all the equipment, including high visibility jackets, gloves, litter picking gadgets and bags. The Parish Council could not think of any areas in Bridford that require tidying up, but a Councillor suggested that this might be something that the Scout Group may wish to be involved in. The Clerk will forward details to John Lund.
23) Invitation to an Open Forum for Greater Dartmoor Local Enterprise Action Fund - 7th September at Folloton House, Totnes and 9th September at Okehampton Business Centre.
Bridford will not be represented.
24) Planning for Non Planners, Teignbridge - free planning related training sessions are being offered by the charity South West Planning Aid. There was no interest from any of the Parish Councillors but the Clerk expressed an interest in attending one of the sessions.

25) Devon Car Free Day 2009 - DCC have issued a challenge to leave the car at home and travel using a different, environmentally friendly form of transport on Tuesday September 22nd. Posters have been put up to advertise the campaign.
26) Teignbridge Local Development Framework / Local Development Scheme – notification received from TDC that the Third Revised Teignbridge Local Development Scheme (LDS) was brought into effect on 16th June 2009.
27) Register of Electors 2009/10 - TDC will be posting enquiry forms to all households on 25th August. Details have been posted in the Village to raise awareness.
28) Devon Association of Parish Councils - the AGM will be held on 26th September at County Hall, Exeter. Anyone wishing to attend should contact the Clerk for a copy of the agenda.
29) Parish Planning Drop In Surgery - will be held on 18th September at the Old School Centre, South Brent. The subject will be Parish Plans. As Bridford has completed it’s Parish Plan, nobody from the Parish Council will be attending.
30) Police Authority Liaison Meeting - the next meeting will be held on 17th September at the Daphne Collman Hall, Newton Abbot College when there will be a presentation on “Tasers”. Bridford will not be represented at this meeting.
31) BUSINESS AT THE CHAIRMAN’S DISCRETION
Warning - Yellow pages are currently being delivered in certain areas of Devon and although delivery agents have been instructed not to leave directories on view from the street, it is unavoidable that some books will be left outside. The support is therefore enlisted of neighbours where possible to minimise the risk of burglaries.
More Powers for Parish and Town Councils - the Sustainable Comuunitites Act Amendment Bill enables Local Councils to take advantage of the Act if they wish to. The National Co-ordinator is asking Town and Parish Councillors to write to their MP asking them to sign Early Day Motion No. 1545 in support of this Bill. Overgrown Footpath – Dunford Parish Council have forwarded a complaint regarding an overgrown footpath in Bridford running through Lower Lowton Farm. A discussion has established that this relates to footpath no.12, the track which runs behind Lowton Farmhouse and over to Burnicombe. The Clerk will contact the DNPA Ranger Simon Lee
with a request to get it cut back and tidied up.
32) DISTRICT COUNCILLOR’S REPORT - Teignbridge District Councillor Stephen Purser reported a quiet month. DNPA held a meeting last Friday which Dst Cllr Purser
did not attend, but there was nothing relating to Bridford. DNPA have received their audit report which was fine

Senior Community Safety Days - a Parishioner suggested that as 50% of Bridford
residents are in the ‘over 55’ age group, why couldn’t a presentation be held more
locally? The Chairman confirmed that generally, attendance at local events is not good
and it would not be considered cost effective.
Best Kept Allotment - a Parishioner suggested that the silver cup found recently
Bridford Barton should be used to present annually to the person with the Best Kept
Allotment. This may encourage allotment holders to keep their plots tidy. Nobody
seems to know what the cup was originally used for.

Bridford Trust - a Councillor congratulated the Trust on winning the Presidents Cup at
the 2009 Christow and District Show last month. The Special Prize for a Wildlife
Conservation Project was awarded to the Trust for Bridford Woodland Park “A really
inspirational project involving all ages and giving great benefit to wildlife and the
community!”

23) Notice of Road Closures – South West Highways have notified that the road from Christow Bridge to Lyneham Cottage will be closed for resurfacing with effect from 13th July from 8.00am to 6.00pm. The work is scheduled up until 22nd July.
A further notice reports the proposed closure of U4505 - the road from Rowden Brook to Church Lane, Bridford

Minutes of the Parish Council Meeting held in the Village Hall on Monday 1st June 2009 at 7.30pm
Present: Cllrs S Purser (Chairman), P Percival, G Hearnden, G Parker, L Steer, M Howell,
S Hamilton-Cox, Mrs J P Banks (Clerk) and six members of the public.
The Chairman welcomed back Cllr Hamilton-Cox.
1) Apologies - none
2) Public Discussion The Bridford Inn - the Chairman invited comments regarding item 9. A further letter has been delivered to residents asking for financial support to enable the purchase of the pub to become a reality. A major investor is willing to invest up to half the funding necessary and wishes to run the pub, but without help from the village will not be in a position to do so. There were ninety-three residents at the public meeting, but there have only been six pledges of financial support so far. Although DNPA would be likely to strongly oppose a change of use, if nobody wishes to buy the pub to run it as such, this could change. A Councillor commented that times are difficult and there are probably not enough people who have surplus funds to invest.
A Councillor also commented that if the major investor was willing to make themselves known, this might make a difference to peoples’ willingness to financially support the project and suggested that this person should be asked if they would be prepared to attend a meeting. There is much concern over the possibility of the pub closing. The Clerk will write to DNPA to inform them that the recent public meeting took place and that ninety three local people (100% of those present at the meeting) wish the Village to retain a pub and would be strongly against a change of use, should an application be made.
Bus Service 361 - a Parishioner reported that the Country Bus did not turn up to undertake the return journey from Newton Abbot to the Teign Valley the previous week and six passengers were left stranded in Newton Abbot. Country bus eventually provided a taxi to transport the passengers home. Dartline have taken over the route this week and the bus turned up an hour late due to the driver not being able to find Bridford! It is understood that a passenger had to tell the driver the route. A Parishioner asked the Parish Council to write to Dartline to ask them to make sure their drivers know where they should be going. The Parish Council suggested that Dartline should be given a couple of weeks to settle down and a letter would be sent if further problems were experienced.
3) Declarations of Interest - Cllr Parker declared a personal interest in item 13 on the agenda.
4) Minutes of the Combined Annual Parish Meeting and Annual Parish Council Meeting held on 13th May - the minutes were agreed as a true and accurate record and were signed by the Chairman.

5) Allotments - nothing to report
6) Play Area - Cllr Parker reported that the herbicide application had been put down and that she had reported the fence and gate to TDC again who were to look at it last week.
Cllr Parker had read the RoSPA Report. There are one or two things that will be done as and when funds are available, but most of the items mentioned in the report are of a low priority. It has been noted that the children have been digging up the bank by the basketball court, it is thought to try and extend the BMX track. The holes could pose a risk to other users of the park, but those who use public places have a duty to exercise reasonable care when they go about their individual activities. Cllr Parker will speak with

the children and ask them not to dig any more holes. The Chairman thanked Cllr Parker for all she is doing.
7) Boundary Committee - nothing new to report.
8) Parking - following the circulation of the report from the sub committee appointed by the Parish council, it was agreed that things seem to have improved.
The Chairman suspended standing orders to enable members of the public to comment.
A discussion took place and it was agreed that solutions had been identified but that the
paperwork should now be filed and if the problems should reoccur in the future, the
report could be revisited.
Standing orders were resumed.
9) The Bridford Inn - already dealt with in the Public Discussion

PLANNING

11) The Grange, Bridford Mills, Bridford - (i) proposed two storey extension to existing dwelling ref. 0210/09 - following a site visit, the Parish Council has no objections.
(ii) proposed formation of new driveway from existing vehicle access ref. 0209/09 - the Parish Council has no objections to the proposal but questions whether “change of use” is needed for the area the new drive goes through.

12) Unauthorised Caravans at Carol’s Corner (opposite Poole Farm) - DNPA confirmed that the small structure near the gate will be the subject of a planning application in the future.
DNPA considers the field shelter to be too heavy to be ‘mobile’ and that it should be classed as development, therefore requiring planning permission. Enforcement action will be taken if this is not forthcoming. If a planning application was made, DNPA would be in a position to monitor and control t he size and positioning of any structures with a view also to removing the caravans. The Park would rather see a neat building tucked away somewhere, than the current situation. The Enforcement Officer will be monitoring and making regular visits to the site.
13) Erection of Fence at Rectory Cottage - following a complaint from a Parishioner, the Enforcement Officer has inspected the fence and confirmed that as it replaces the existing wall and is of the same height, it does not require planning permission. Although the fencing posts appear to be on the bridle path, they are within the boundaries of the property.
14) Unauthorised Occupation of Cabin at Rock Valley Farm - this matter was raised by the Parish Council following the withdrawal of the recent planning application. DNPA is aware that the family is still using the cabin to live in while the house is being repaired. The family fully intend to return to the house, but things are taking longer than expected. DNPA does not consider that a lot would be gained from issuing an enforcement order at this stage and will continue to monitor on a regular basis.

The future of the Bridford Inn - The Clerk was requested to type up a letter (draft to be provided) for door to door distribution in Bridford in an attempt to obtain further pledges of financial support
Road Closures - a Councillor has heard that the B3193 will be closed for road maintenance from 13th -22nd July from 8.00am to 6.00pm. As the Parish Council has not received any formal notification, the Clerk will make enquiries.
Parish Plan - a Councillor noted that the Parish Plan no longer appears as a regular agenda item and asked for this to be reinstated for future Parish Council meetings.
There being no further items for discussion, the Chairman brought the meeting to a close at 8.15pm. It was unfortunate that Cnty Cllr Brook arrived after the meeting had finished, having been delayed at a meeting in Chudleigh.

1) Election of Chairman - Cllr Purser was proposed by Cllr Steer and seconded by Cllr Parker.

ANNUAL PARISH MEETING AND PUBLIC DISCUSSION
7) Chairman’s Report - Cllr Purser reported another very positive and successful year for the Parish Council with a number of projects and issues having been dealt with. The allotments are now in their second year of cultivation with all plots now being occupied and doing well.
An issue that has occupied a lot of time and effort was the subject of concessionary bus fares.
Despite a change of Bus Company and involving all parties concerned including our local
MP, we are unable to change the 9.30am start time when the scheme becomes effective.
Another issue was car parking and a small sub-committee was set up to try and find a
solution. Dog fouling has recently been more of a problem in the village and officers from
TDC have twice addressed the Parish Council to find ways to resolve the situation. Other
main issues that recur annually are the state of the roads, verges, signposts, hedges and
planning issues. The children’s play area has just received another clean bill of health and a
meeting was held to involve both children and parents seeking their views as to the
maintenance and equipment they would wish to see in the park. A substantial amount of
money has been raised to enable new equipment to be purchased and installed with relevant
safety surfaces in the coming year.
In concluding his report, the Chairman thanked all the Councillors, especially Cllr Percival
for the considerable amount of voluntary time and effort that they have put into the Parish
Plan; Cllr Howell and John Lund for their work and day to day management of the
allotments; The Playing Field Committee, but particularly Cllr Parker for her continued
interest and work involved with the play area; Everyone involved with the Bridford web site
but especially Cllr Percival, John Lund and the Bridford Trust; Jerry Brook our County
Councillor, Simon Lee our DNPA Ranger and all Councillors and sub-committee members
for their work and attendance at other meetings and special thanks to Joan our Clerk for all
her hard work and for very efficiently keeping us on the straight and narrow.

8) DNPA Ranger’s Report – Simon Lee thanked John Ralston for undertaking the public rights of way surveys for the last financial year. Any problems have been noted, prioritised and will form part of the comings years work programme. After the snow in February, many rights of way in the Teign Valley were blocked by fallen trees, most of which have now been cleared, but if there are any others, please do not hesitate to report them. All of the steps that need replacing on footpath 24 opposite Pooks Cottages have been replaced and it is planned to continue with the steps at the top of this section as it is particularly steep.
Discussions are currently taking place with the National Trust as to the possibility of jointly
funding disabled picnic benches at Steps Bridge. Last year a work party was organised at
Blackingstone Rock to cut back some of the trees that were starting to creep up the steep
slope, scrubbing up the heath land. Simon also attended a meeting with an ecologist
to discuss future management and as a result a management plan and work schedule has been
put together. The Chairman thanked Simon for his continued work.
9) Public Discussion
Unauthorised caravans - a Parishioner asked if any action was being taken over the caravans
opposite Poole Farm. The Chairman confirmed that the DNPA Enforcement Officer Nick Savin is currently in talks with the agent acting on behalf of the land owner and trying to arrange a further site visit. The Parishioner was advised to write to DNPA. The more people that complain the more likely action will be taken.
Fence on the bridle path at Rectory Cottage - a Parishioner raised the matter of a wooden fence that has been erected on the bridle path and queried whether or not it should have planning permission. The Clerk will write to DNPA and ask them to investigate.
Weeds - A Parishioner asked the Parish Council if they could do something about the outside wall of the Bridford Inn where there are a lot of weeds growing at the base of the wall. The Clerk will contact the Lengthsman to ask him to spray the area.
Dog Fouling - following on from the recent problems in Bridford, a Parishioner mentioned that Torbay Borough Council has issued a very high impact poster in the hope that it will make people of aware of the dangers that can occur when dog owners do not clean up after their pets.
Scout Group - John Lund reported that the new Teign Valley Scout Group is proving very successful with eighteen Cubs and a waiting list. The Beavers will soon be full and there is a waiting list for the Scouts who are awaiting a leader to begin in the Autumn. There has been excellent co-operation from everybody involved and this is greatly appreciated.
The Teign Valley Scouts joined with Moretonhampstead for the St Georges Day Parade.
The Chairman thanked John for all his work in establishing and running the Group.
The Future of The Village Pub - the Chairman reported that the Bridford Inn is on the market.
The pub was withdrawn from the auction but it is understood that it will be going to auction again in the future. The Parish Council would resist a change of use and as it is the last facility in the Village, it is likely that DNPA would also oppose it. It was generally felt that residents would not wish to see the inn closed. Other communities have bought their own pub. Should the Parish Council be getting involved? A Parishioner thought it was a good idea that the Village should buy it. Everyone should have the opportunity to join in a purchase and buy shares. A Councillor suggested that it could be much more than a pub, with a shop and post office. There would have to be a public meeting and quite quickly. The Chairman suggested that it should be discussed at the weekly village “chat in “the following day and if there is sufficient interest, a public meeting will be arranged. The Parish Council decided to await feedback from the “chat in”.
Road Maintenance - a Parishioner reported that the pothole outside of Elm Tree Cottage
is getting bigger and more dangerous. The Clerk confirmed that this has already been brought
to the attention of DCC Highways but she will follow it up together with other outstanding road repairs.

10) Minutes - the Parish Council resolved to approve the Minutes of the meeting held on 30th March 2009 subject to one amendment.

11) Allotments - Cllr Howell reported that most plots were well tended. The idea of a pond / wetland area has not been pursued.
12) Play Area - the annual RoSPA Report has been received and a copy given to Cllr Parker who will study it to see if any remedial work is required. The Chairman thanked Cllr Parker for
her work and continuous involvement with the Play Area. Regarding the successful application for Rural Aid of £3,000, Cllr Parker asked if Teignbridge would put the conditions of the grant in writing. The Chairman confirmed that it would.
13) Boundary Committee - DAPC have sent a copy of their response to the Further Proposals published 19th March 2009. The common census of opinion still seems to be “if it isn’t broken, why fix it?” The 15th July 2009 is the date by which the Boundary Committee must provide advice to the Secretary of State.
14) Parking – Copies of the report from the sub-committee appointed by Bridford Parish Council were given out to Parishioners attending the meeting, but as they would not have a chance to read it, it was decided to defer this item until the next meeting to allow them to voice their opinions and ideas.
15) Concessionary Bus Passes - TDC have confirmed that there are no extra restrictions placed on the current concessionary bus passes from 1st April 2009. The concessionary national bus passes will continue to allow travel on all local buses in England for those eligible. TDC are
hopeful that they might resolve the current problem in Bridford where buses depart only a few minutes before the 9.30am start time for concessionary fares.
16) DNP Local Development Framework (LDF): Development Management and Delivery Plan Document - to discuss the three issues papers which have been circulated to members of the Parish Council and to formulate a response to DNPA. This item was deferred until after the public meeting.

Cllr Howell attended a meeting re the Boundary Committee at Forde House. Although a lot of discussion took place, nothing came out of the meeting that had not already been discussed. It is still a case of wait until July to see what happens.
Cllr Percival attended the AGM of Bridford Trust. The annual report was produced, the accounts were agreed and the Assistant Ecologist from DNPA talked about wet woodlands.
The opening of the new footpath on 9th May went well.
PLANNING
Applications for discussion
18) Request from Peter Harper re permission to use the verge at the top of Bridford Hill to stack and cross load timber. Members of the Parish Council met with Mr Harper to decide the best location to stack the timber prior to cross loading onto larger lorries. The area just below the lay-by where the road widens, has been marked on the road in orange. The Clerk will write to Mr Harper confirming the area agreed with the conditions that it will only be for short periods and that he will repair any damage and reinstate the grass verge. All contractors involved must have public liability insurance.
19) The Barn and Roundhouse, Bridford - proposed building for storage of wood, implements and vehicles. The Parish Council did not consider a site visit necessary and has no objections to the proposed application.

20) Perridge Tunnel, Holcombe Burnell / Dunsford - although Dst Cllr Purser asked for the matter to go to Committee, this did not happen. TDC issued a Grant of Conditional Planning Permission re proposed engineering works to the tunnel. The Chairman confirmed that the tunnel will be filled in with foamed concrete.
21) Rock valley Farm, Doccombe - re retrospective application for the use of a wooden cabin as

an office, agricultural workspace and store. The application has been withdrawn. The Parish Council noted at a recent site visit to the property that the applicant was living in the building whilst repairs were being carried out to the house. In view of this and that fact that the building remains in situ without the appropriate planning permission, the Clerk was asked to contact DNPA to ascertain what the current situation is.
FINANCE & ACCOUNTS
22) Internal Audit - this will take place on 22nd June 2009
23) Risk Assessment - the Parish Council reviewed the insured risks and consider that the
current cover is adequate but will review again when the new play equipment has been
purchased and is in place.
24) The Notice of Appointment of Date for the Exercise of Electors Rights for the year ended
31st March 2009 will be displayed on the public notice board no later than 8th May 2009.
The appointed audit date is 22nd June 2009. As the Internal Audit will not take place until
22nd June, permission has been obtained from the External Auditor to submit the return up to
one week later without penalty.
25) Receipts and Payments Account for the year ended 31st March 2009 and Supporting
Statement - the Parish Council resolved to approve the Receipts and Payments Account
together with the Supporting Statement, subject to any amendments required by the Internal
Auditor.
26) Annual Return for the year ended 31st March 2009 - the Parish Council answered ‘yes’ to all
of the questions in the Annual Governance Statement and resolved to approve and accept the
accounts in Section 1 and the Annual Governance Statement in Section 2.
27) Review of Cheque Signatories - the cheque signatories were reviewed by the Parish Council.
The signatories are Cllrs Purser, Percival, Parker and Steer, any two being required to sign.

31) Litter, Fly Tipping and Dog Fouling Incident Report Booklet produced by TDC - the Clerk
now has a small supply of these booklets which can be used by members of the public to
report incidents.
32) Money Matters - DCC have published a new free booklet which provides practical help,
advice and information for businesses, employees and the public at large who may be
experiencing financial difficulties. Copies are available from the Clerk
33) Highway Maintenance 2009/10 - DCC have allocated a further £2 million targeted at
ensuring the winter weather damage to highways through snow, frost and water is made safe.
This will take spending on highways maintenance for 2009/10 to £60,895 million, a cash
increase of just over 9.5%.
34) European Parliamentary and Local Government Elections will take place on June 4th 2009.
Details have been posted on the notice boards.
35) Consultation on Street Naming and Numbering procedure - this was discussed and the Parish
Council did not wish to submit any comments.
36) Public Sector Equality Duties – notice received of forthcoming Equality Bill that will
harmonise the existing three public sectors duties into one equality duty. These changes are
not likely to come into force until the latter part of 2011. Details will be circulated to the
Parish Councillors.

37) BUSINESS AT THE CHAIRMAN’S DISCRETION - late items not on the agenda
Registration of a new property - notification received re Cedar House, Bridford. The
property was previously registered in 2005 as The Willows.
Notice of Application for Road Closure - from 12th - 17th August to connect a water supply to
a new property. The closure will be between Plaistow Green and Bridford Reservoir.
Putting yourself in the funders’ shoes! - notice of a meeting to be held on 20th May 2009 at
The Ockment Centre, Okehampton.
DPFA Conference and AGM - notice of meeting to be held on 2nd July at Chulmleigh
Playing Field and Pavilion. Bridford will not be represented.
38) DISTRICT COUNCILLOR’S REPORT - Dst Cllr Purser attended the recent TDC Annual
Meeting. He will be a member of the following committees for the coming year - Dartmoor
National Park, Audit, Overview and Scrutiny, Local Development Framework and Standards.
Dst Cllr Purser is also vice chairman of TDC. The Local Development Framework process
has a long way to go. There are a lot of planning issues but none locally.
39)Public Discussion - there were no other issues.
The Chairman thanked everyone for attending and the public meeting closed at 8.20pm
16) Deferred from earlier in the meeting - The Parish Council then discussed the DNPA LDF
Development Management and Delivery Development Plan Document which it is broadly in
agreement with. However it found that the reference to Bridford is clearly out of date and
asked the Clerk to forward a copy of the updated Parish Plan to DNPA. The Parish Council
had no other comments.

Minutes of Bridford Parish Council Meeting held at 7.30pm on 2nd March 2009 at Bridford Village Hall
Present: Cllrs S Purser (Chairman), P Percival, G Hearnden, G Parker, S Hamilton-Cox, M Howell, L Steer, Mrs J P Banks (Clerk) and nine members of the public. Cnty Cllr J Brook joined the meeting later in the evening.
Because of the number of Parishioners attending with an interest in item 5 and the visit from Kevin Arnold (supervisor for the Community Environment Wardens) together with Colin Guswell (Deputy Dog Warden), the
Chairman made the decision to rearrange the agenda and the meeting began by going straight to item 2 being Public Discussion.
Dog Fouling - The Chairman introduced and welcomed Kevin Arnold and Colin Guswell. Members
of the public were invited voice their concerns and ask questions. The following are points that were
raised by Parishioners and the responses received.
A Parishioner has written to the Chief Executive at TDC suggesting that as the Dog Fouling Act
cannot be applied to Bridford due to there not being a speed limit, why should there not be a reduction
in Council Tax? What did Teignbridge intend to do about this problem in the village?
There are only certain resources available, making it difficult to police the situation. There has only
been one incident reported in Bridford - a negative response to a major problem. People must be
encouraged to phone in and report owners of offending dogs. Teignbridge is a large area with one
Dog Warden, one deputy and one van. They can try and deal with the problem by putting up signs and
by educating people e.g. going to meetings, going into schools to train youngsters who in turn will talk
to their parents, going to fetes / functions and handing out leaflets and doggy bags. The Warden is
always happy to have a word with people who tend to listen to somebody in uniform.
What about residents who open the door and let their dog out to go and do its business where ever
it chooses?
A dog out on its own could be classed as a stray, be taken to the kennels and the owner would have to
pay to get it back. This could be another way of tackling the problem.
A Parishioner reported that the Dog Warden visited the owner of an offending dog and told them that
if it was outside of the Village signs, it was OK. Is this so? This Parishioner counted 34 deposits
believed to be from the same dog, so its owner obviously believes that because it was outside of the
Village signs, they were not doing anything wrong.
Currently this is so. Part of the Dog Fouling Act states that certain areas can be designated to be
included. To do this, Teignbridge would have to make an application to the Secretary of State via their
legal team. An investigation into this course of action will be made and answers made available,
hopefully at the next Parish Council meeting.
What provision is there for the disposal of dog faeces?
There are two dog bins in Bridford. If these are not convenient, the faeces should be taken home,
wrapped and placed in the black landfill bin.
A Councillor asked if offenders should be reported to the police.
Offenders should be reported to the Dog Warden direct or telephone the environmental helpline via
the main TDC switchboard 01626 361101.
Is this not considered a health risk, the dog faeces being toxic waste?
Legislation does not deem it to be toxic waste
A Parishioner reported that they went around the Play Area recently with a plastic bag and picked up
numerous deposits
The Dog Warden asked if the Play Area has a dog proof gate i.e. one that opens outwards with a
strong spring. The Parish Council confirmed that the gate is currently being looked at by TDC.
A Councillor stated that it is necessary to identify what the law is in relation to Bridford, where it all
seems to revolve around a speed limit. If it does apply, why? If it does not apply, why not? There is a
different, more recent Act, what is it? What are designation conditions?
The Dog Warden referred to the 1996 Act where it covers areas which have a speed limit. The
grass area in front of Oxenpark gate is covered, as is the Play Area and the Woodland Park. There is an
Act which covers Dog Control Orders and this could be applied when owners let their dogs out of the
house to run free on their own.
The Clerk reported that two Parishioners had telephoned her to report witnessing incidents of dog
fouling but were afraid to make statements for fear of reprisal.
The Dog Warden confirmed that anyone making a statement would have to agree to appear in court
A Parishioner asked if it would be alright to take matters into their own hands by printing leaflets and
putting through letterboxes and by confronting offenders and asking them to ‘pick up’

The Dog Warden confirmed that this would not be a problem and encouraged anyone who witnesses
an incident to phone in. If they do not wish to make a statement, the Warden can make a visit.
The Chairman read out a letter from a Parishioner who was not able to attend the meeting regarding the
fouling of his private garden.
The Warden suggested a private prosecution if the owner of the offending dog was known, also to keep
gates shut and raise the height of hedges and fences.
There being no further comments for discussion, the Chairman thanked Kevin and Colin for attending
the meeting. The Clerk confirmed that Sue Edwards (Environmental Standards Officer) would be
attending the next Parish Council Meeting, hopefully with some answers to the problems and questions
put to Kevin and Colin.
The Clerk will write to Christow Primary School and Teign School, to suggest a visit and talk by the
Dog Warden. The Clerk will also get in touch with the organisers of Bridford Fete to suggest a stall at
this year’s event manned by the Dog Warden and Environmental Standards Officer.
The meeting then continued with other subjects for public discussion
Light at Church Gate - A Parishioner / Church Warden apologised for the fact that the light had
been out but confirmed that it had now been repaired
Scout Group - John Lund reported that the Teign Valley Group is now successfully up and running.
There are eighteen Cubs with a further waiting list of six and nine Beavers. There has not been any
success in finding anyone to run the actual Scout section, although there are already four on the waiting
list for when a leader is found. The Chairman congratulated John Lund for his commitment in forming
a Scout Group in the Teign Valley.
Air Rifle Incident - A Parishioner reported a very serious incident involving a local youth who was
injured by another teenager in the Parish with an air rifle. Concerns were raised that although the youth
in possession of the rifle was probably old enough to own the weapon, it was queried whether he was
actually responsible enough to operate it. It is understood that the matter was reported to the police and
although they will obviously not divulge any information, the Parish Council considered that a letter
should be sent to Mark Easton, the local Community Services Officer, voicing its concerns and asking
for assurance that all steps have been taken to ensure that no further incidents of this nature are likely to
occur.
Bus Timetable - A Parishioner has received confirmation that it will not be possible to change the bus
timetable and therefore, passengers travelling on the 09.25 service from Bridford will continue to have
to pay for a ticket to the Teign House, where their concessionary pass will be honoured.
Residential Boundary Query - A Councillor has been approached by a Parishioner regarding a large
pothole outside of their property which they are happy to have repaired if it is within their boundary.
The Chairman confirmed that they should check their deeds and if it is found to be in the road, they
should report it to DCC Highways, or to the Clerk who will report it on their behalf. Another
Councillor suggested that the problem may be solved when the Parishioners’ neighbour has works
carried out to widen the vehicular access to this property. He has, apparently offered to have the
potholes in the vicinity of the entrance repaired.
Hole in the Road near Elm Tree Cottage - This was reported by a Parishioner and the Clerk was asked
to report it to DCC Highways.
Potholes at New Park - A Councillor reported that the hole in the road at New Park is getting much
bigger. The Clerk confirmed that DCC Highways are aware of it and that it was scheduled to be
repaired, but it was not a priority job and it could not be confirmed when it will be undertaken.
Unused Allotments - An allotment tenant asked if the two plots that are considered too wet for
cultivation could be made into a pond and wetland area. It was confirmed that this would be discussed
under item 6 on the agenda.
Neighbourhood Watch Scheme - the local NHW Co-ordinator has sent the Clerk details of how to
find out more about policing in the area by accessing the website www.devon-cornwall.police.uk
and asked if these details could be put in Unity. The Clerk confirmed that she would do this.
The meeting then returned to the original agenda.

4) Minutes of the meeting of Bridford Parish Council held on 2nd February 2009. The Parish Council resolved to approve and sign the minutes subject to one amendment.

5) Dog Fouling - already dealt with under the first item.

6) Allotments - Cllr Howell, the Allotments Liaison Officer confirmed that a meeting had taken place
with the tenants. Most had attended and most were happy. A comment was made at the time that the
gate had not been put in place, but this has now been done. Cllr Howell was asked if there was a
possibility that the scalping at the entrance could continue up the slope. The Chairman stated that this
would involve a lot more work and suggested that they should leave as it is for the time being and see how things go. The fence at the top of the ground and around the water supply is yet to be
put in place. It was confirmed that because it is very wet, the post and rail method is considered the
best method and this is in hand. It was reported that the water tank was leaking. The
Allotment Representative confirmed that this was because someone had been fiddling with the taps.
A Councillor asked what was happening in connection with the proposed hedge at the top of the ground.
The Clerk confirmed that DNPA have order the hedging trees and that they will be planted eventually.
Concern was voiced over the fact that there are pigs in the next field. It was confirmed that the fence is
stock proof. A Councillor asked if the works at Brooks Garage, from which direction the water supply comes, will make any difference to the flow. It was confirmed that the downhill water flow should not
be affected. Pond and wetland - already suggested by a Parishioner in the Public Discussion. Health and Safety issues were raised over this suggestion as a number of children come to the allotments, would such a feature need to be fenced? An alternative suggestion was a bog garden.
An existing paid up tenant is finding it difficult to find the time to work her plot at the moment and
wished to know if it was in order to let somebody else work it – i.e. the Cubs. The Chairman confirmed
that there would be no problem. Cllr Hamilton-Cox, as the adjoining landowner was advised that the
snow had brought down branches from some of the fir trees. Cllr Hamilton-Cox will advise her husband.
7) Play Area - to consider and sign the agreement from TDC handing over the ownership of the new play structure - Cllr Parker told the Parish Council that the agreement needed slight amendments which she would do and would then circulate the final draft copy to the other Parish Councillors. The Parish Council resolved that after approval from the Councillors, the finalised copy of the agreement should be signed by the Chairman without waiting until the next meeting.
Cllr Parker reported that the half term event had been very successful with a lot of children attending each day. On the last day, there were approximately twenty children working under the supervision of adults. The whole project went down extremely well and the organisers were very pleased. The event had not cost anything other than refreshments provided on the last day, this having been agreed at the February Parish Council meeting. The Clerk was asked to send a letter of thanks to TDC and to the organisers. Cllr Parker will let the Clerk have the names and addresses.
Three play sessions will be happening starting on Wednesday 11th March from 4.00pm – 5.30pm arranged by Tepee who will be helping the children to be creative with their play structure. Cllr Parker
will be putting up posters to publicise this event.
The inspection by RoSPA will take place sometime during March.
8) Boundary Committee - The Secretary of State for Local Government and Communities has now extended the deadline by which the Committee must provide its advice on local government
reorganisation in Devon from February 13th to July 15th 2009. This almost certainly means that the implementation of any eventual unitary recommendations will be delayed until April 2011.
9) Salt/grit bins - delay in refilling due to shortage of supplies – The Clerk confirmed that a request has been made to DCC Highways (log ref. 9253704) but due to the shortage of material for supplying the gritting vehicles, this will not take preference.
10) Parking - Cllr Percival has produced a report which has been emailed to the sub-committee. When the comments of the sub-committee have been received, the report will be sent to the Parish Councillors.
11) Three Parishes Meeting - Wednesday 11th March 7.30pm. The Clerk will contact the Clerks at Christow and Dunsford to find out if they have anything to put on the agenda. The Clerk was asked to make arrangements for refreshments to be served at the meeting.
Cnty Cllr Brook joined the meeting at 8.25pm.
The Chairman welcomed him and invited him to speak.
Cnty Cllr Brook apologised for not being able to attend the February meeting as he was snowed in.
He confirmed that the final conclusion re the Unitary Council will not now happen until 2011. There
will be a General Election in between and whatever the outcome, there will be an expectation of closer
working between the districts. It could all turn out to be a terrible waste of time, but we will have to
wait and see. The Council Tax increase has been agreed at 2.98% within the County. If there was to be
no increase this year, next year would see an even bigger rise. However, Cnty Cllr Brook does not
share this view. The population of retired people is going up by 3% pa and the draw on this service

is self explanatory as people are living longer. It is not so fashionable to look after family any more
and this will increase the cost of providing care. Although Devon County have had a 5% increase
from the Government, roads have been hit greatly.
Cnty Cllr Brook offered his apologies in advance of the next meeting on 30th March. Nobody had any
further questions for him and he left the meeting at 8.40pm
MEETINGS ATTENDED
12) Cllr Hamilton-Cox attended a Village Hall meeting and reported that the orchard trees have been ordered. The Committee have entered a ‘green village hall’ competition with the chance of winning
£5,000. Chris, the Chairman is hoping to return to his Chairman duties soon
Cllr Percival reported on a meeting of the Bridford Trust. Discussions took place regarding the opening of the footpath and vandalism at the Information Centre where people have been seen on the roof.
The old mower has been sold and a new one purchased. There is a huge amount of work still to be done.
PLANNING
There were no planning applications for discussion or notices on the agenda for this month.
Since the agenda was circulated, the following applications have been received

13) Woodlands Farm, Bridford – proposed maintenance and stabilisation of track including creation of
loading area. Details of this application were sent out by DNPA on 3rd February, but were lost in the
post. As the closing date for comments was 17th February, there was no point in the Council discussing
the application. The Clerk had telephoned DNPA to explain why Bridford Parish Council had not
responded and to enquire what decision had been made. Because the application involves a member of
DNPA, the final decision has had to be referred to the Chairman and an official notice of decision will be
sent to the Parish Council in the usual way, in due course.

14) Rock Valley Farm, Doccombe - proposed retrospective application for the use of a wooden cabin as
an office, agricultural workspace and store. The application was deferred pending a site visit.

clearing the snow from Butts Close during the recent bad weather.
18) Rural Services Network - letter from Graham Biggs (Chief Officer - Rural Services Network) seeking to
recruit Local Councils. The Parish Council decided they did not wish to respond.
19) Perridge Tunnel - letter received from Colin Burges (Exeter & Teign Valley Railway) re application by
BRB for planning permission to infill part of the tunnel with concrete and asking for the Parish Council’s
support by objecting to this proposal. After much discussion, the Parish Council unanimously agreed to
do this and asked the Clerk to write to TDC voicing its objection and also asking if cost comparisons had
been considered and the possibilities of repair adequately explored.
20) Digital Switchover Help Scheme - training available to anyone wishing to be a local contact for queries
regarding the switchover. Courses available for this area at Teignmouth on 11th March and Newton
Abbot on 17th March. There was no interest from any members of the Parish Council.
BUSINESS AT THE CHAIRMAN’S DISCRETION
21) Teign Tennis Trust Management Committee – letter received inviting a member of the Parish Council
to attend their AGM on 19th March at Teign Valley Community Hall. None of the Parish Councillors are
able to attend. The Clerk will reply accordingly.

22) Police Authority Liaison Meeting - the next meeting will be held at The Methodist Church Hall, Bovey
Tracey on 17th March at 7.30pm. None of the Parish Councillors are able to attend. However, anybody
interested is welcome to go along. Details available from the Clerk.
23) Co-opted Members and Chairmanship/Vice Chairmanship of Parish and Town Councils - The Local
Government and Public Involvement in Health Act 2007contained some clauses which effectively meant
that co-opted councillors could no longer hold the office of chairman or vice chairman of a parish or town
council. Although these clauses are contained in an Act of Parliament they are not active at the moment
and there appear to be no plans to make them applicable. Therefore at the present time, and for the
foreseeable future, co-opted members can take on the chairmanship or vice chairmanship of parish and town
councils.
DISTRICT COUNCILLOR’S REPORT
24) Report from Teignbridge District Councillor Stephen Purser - Big budget meetings have taken place. A
Band D property will see an increase of approximately £4.89 (3.5%) per annum. Car park and leisure
prices will be held for the next year. Discussions of the impact on the Credit Crunch have taken place.
Planning – Ashton is still a hotbed of planning disputes and another has now arisen at Hennock.
A Parish Councillor asked Dst Cllr Purser what was happening to the property in the field on the other side
of the road from the Teign House Inn. Dst Cllr Purser confirmed that the existing bungalow is having an
additional storey added.
25) Public Discussion
Caravans in field opposite Poole Farm - A Parishioner asked the Parish Council if it was aware of
the existence of unauthorised caravans. The Chairman was able to confirm that the Parish Council had
reported the matter which was now being dealt with by DNPA.
Increase in Council Tax - A Parishioner asked if the increase in Council Tax mentioned in the District
Councillors Report was just in respect of Teignbridge or DCC as well. Dst Cllr Purser confirmed that the
quoted figures were in respect of Teignbridge only and that a Band D property would be approximately £40
more per annum when everything is included.
The next Parish Council Meeting will be held in the Village Hall on Monday 30th March 2009
There will not be a meeting in April.

Minutes of the Meeting of Bridford Parish Council held in the Village Hall on Monday 2nd February 2009 at 7.30 pm.
PRESENT: Cllrs S Purser (Chairman), P Percival, M Howell, G Hearnden, G Parker,
Mrs J P Banks (Clerk) and three members of the public.

PUBLIC DISCUSSION
Neighbourhood Watch - The Bridford Representative attended the meeting. He had nothing to report at present, but informed the Parish Council that he would report as and when there were any issues. The Clerk was asked to put details of the NHW Scheme in Unity to enable anyone who wished to join, to be able to do so.
Grit/Salt Bins - A Parishioner reported that the grit bin at the top of Moreton Terrace is empty. The Clerk was asked to contact Highways to ensure that either the bin was refilled or sacks of grit were supplied, at the earliest opportunity.
New Scout Group - There is now a 1st Teign Valley Scout Group which will meet at Bridford Village Hall on Thursday 26th February and every Thursday during term time.
Dog Fouling - The editor of Unity has received a letter re dog fouling for publication in the magazine and this has prompted him to write again to the Chief Executive of Teignbridge District Council asking what they intend to do about it.
Christmas Church Services - A Parishioner pointed out that while the Parishes of Dunsford, Ashton, Doddiscombsleigh and Christow enjoy either a midnight mass or a Christmas morning service, Bridford does not. The Chairman responded, confirming that Bridford’s Christmas service has always been the carol service held earlier in the evening on Christmas Eve.

MINUTES - The Parish Council resolved to approve the minutes of the meeting held on 5th January 2009 subject to one amendment.
MATTERS ARISING
1 Allotments - The planned meeting between the Parish Council’s Allotment Liaison
Officer and the allotment tenants has not yet taken place. The last half plot has now
been taken over and a Councillor suggested that trees could be planted on the other two
half plots that are considered two wet to be of any use. Cllr Howell offered to
investigate this possibility. A Parishioner was given permission to speak and suggested
that the new scout / cub group may be able to make some use of these plots.
The Clerk was asked to ensure that the strimming of the perimeter of the allotment
ground is added to the grass cutting contract. Arrangements have been made for the
remaining fencing to be put in place.
2 Play Area - Cllr Parker gave an update. There are a few things outstanding with TDC.
The bark mulch needs topping up. The graffiti on the roundabout will be cleaned off
and the herbicide treatment will be carried out. The gate has already been fixed once,
but is not working properly. TDC will look at it again and if funds pemit, it is hoped that
the gate will be replaced with a metal one at some time in the future.
Approximately twenty people, both children and adults, attended the workshop on 1st
February and a bench was built. They are hoping to devise some sort of climbing feature
made of wood and will let Cllr Parker know what it will be. The Parish Council resolved
to agree a Section 137 payment of up to £50 to supply refreshment for the final session.
A Councillor queried the grants that have been agreed to assist the Play Area and asked
if they are time limited. It was confirmed that the monies do have a time limit for which
they are available, but Cllr Parker confirmed that there is plenty of time.
The Clerk was asked to contact RoSPA re the annual inspection.
3 Boundary Committee - This is still ongoing with its final recommendation being due
on 13th February. The Chairman read out an update in respect of a judicial review that

was sought by East Devon District Council where a High Court judgement has largely
found in favour of the Boundary Committee.
4 Dog Fouling - The Clerk has obtained a copy of the Dogs (Fouling of Land) Act 1996,
which will be circulated to the Parish Councillors. A section in this report referred to
the possibility of designating certain areas to be covered by dog fouling laws. The Clerk
was asked to write to Teignbridge to see if certain areas of Bridford could be included.
It is clear that there are people with no idea why dogs are not allowed to foul in public
places. The Clerk was asked to put an item in Unity outlining the seriousness of what
can happen when dog owners do not behave responsibly and clean up after their pets.
Toxicara can result in the loss of sight.
A Parishioner was granted permission to speak. He told the Parish Council that he
regularly sees dog owners allowing their pet to foul and asked if he could report them.
The Chairman advised him that if he was willing to report them to the Dog Warden and
make a statement, this could result in a successful prosecution.
5 Road Surface Water - A response has been received from Peter Wastenage confirming
that now planning permission has been given to develop the site, they will be able to
locate all the broken water pipes. New pipes will be laid to channel the water which
should alleviate the problem.
6 Parking - Cllr Percival confirmed that he has nearly completed a preliminary report
which will be circulated to the other members of the parking sub-committee to discuss
and finalise.
7 Replacement of Telephone Kiosk Door - BT are no nearer to obtaining a replacement
door.
8 Unauthorised Caravans opposite Poole Farm - one of the caravans and a car have been
removed from the site. The landowner has appointed an agent to liaise with DNPA, who
have left him in no doubt of what is expected of him. DNPA Enforcement Officer,
Nick Savin has confirmed that he does not intend to let the situation drift and will be
monitoring it very closely.
9 Code of Recommended Practice on Local Authority Publicity - the code had already
been circulated to members of the Council prior to the meeting and it was unanimously
agreed that the Parish Council did not wish to submit a response.
10 Closure of B3193 Teign Valley Road - The road will be closed between Lyneham
Cross and Chudleigh Bridge from Monday 2nd February until Friday 20th March
between the hours of 18.30 and 06.30. The alternative, signed route for vehicles will be
via Teign Valley Road - Farrants Cross - Moretonhampstead - Bovey Tracey -
A38 Drumbridges - Chudleigh and vice versa.
11 Edward Morshead Award - Bridford’s granite sign has been submitted for consideration.

PLANNING - A Councillor asked the Clerk if future items on the agenda for discussion could
include the DNPA reference so that the applications could be found more easily on the website.
The Clerk agreed to do this.
Applications for discussion
12 Scatter Rock Quarry, Bridford - unauthorised forestry ride. DNPA have confirmed
what appears to be a breach of planning control and have asked for the views of the
Parish Council prior to the Development Management Committee meeting on 6th
February. The Parish Council’s response is “DNPA should apply the relevant planning
Law to resolve the situation”.

20 Digital Switchover - The switchover date for the Teign Valley is fast approaching
Details of how and where to obtain help and advice will continue to be published in
Unity until after the switchover has taken place.
21 Three Parishes 2009 Annual Meeting - The provisional date is Wednesday March 11th.
The Clerk will liaise with Dunsford and Christow and confirm.
22 Royal Garden Party - Cllr Stephen Purser (Chairman) and his wife have been
nominated to have their names entered into the draw for an invitation to the Royal
Garden Party this summer.
23 Fly Tipping on B3193 - Dunsford Parish Council notified Bridford of fly tipping within
its boundaries. After contacting TDC, the sofa in the lay-by on the B3193 has now
been removed.
24 Overhanging Hedge on B3212 - Dunsford Parish Council notified Bridford of
an overhanging hedge within Bridford’s boundaries on the B3193 Exeter /Moreton
road coming from Dunsford on the left hand side just before the turning left to
Westcott. DCC have sent a letter to the land holder in respect of part of the property, but
do not seem able to establish the identity of the owner of the remainder. None of
Bridford Parish Council can assist. The Clerk will ask Dunsford Parish Council if any of
its Councillors have any information.
25 Community Council of Devon have sent a programme of training events. The Parish
Council decided that none were applicable to its Councillors or Clerk.
26 Road Safety Compliance Consultation - the document was circulated to the Councillors
prior to the meeting and after a brief discussion, the Parish Council decided that it did not
wish to submit a response.
27 Power of Well Being - briefings are available in March. The Clerk will attend on 4th
March at Exeter.
28 Devon Association of Parish Councils has Casual Vacancies. Details are available
from the Clerk.
29 Newton Abbot Community Transport Association Ring and Ride Scheme is keen to
establish a service within the Teign Valley. Details have been posted on the notice board
and will be published in Unity.
30 DCC Emergency Planning Survey - a survey has been received from DCC. This was
discussed and completed at the meeting.
BUSINESS AT THE CHAIRMAN'S DISCRETION:
Former Quarry at land off Pound Lane, Bridford - use of land as a waste transfer depot.
This item was discussed at the DNPA meeting in January, but a request for comments from
Bridford Parish Council was not received in time to respond. DNPA resolved that the
appropriate legal action be authorised to (i) secure the cessation of the use of the land for

dismantling motor vehicles and as a waste transfer station and (ii) secure the removal of the mobile home, portakabins and steel shipping containers from the land.
DISTRICT COUNCILLOR’S REPORT from Dst Cllr Stephen Purser
Council Tax - the council tax increase is likely to be 3.5%, but this has not yet been finalised.
Credit Crunch - The Committee has decided that £22,000 is to be spent on three elements:
£ 7,000 in respect of the Rent Guarantee Scheme
£ 5,000 in connection with the Credit Union
£10,000 in connection with the advocacy service for people about to be made bankrupt.
This amount of money has come from members agreeing not to have an increase in their
allowances.
PUBLIC DISCUSSION
Bridford Bus Service - A Parishioner told Parish Council that Dartline have a new driver who is
keen to try and get the first bus time amended from 7.15am to 7.20am and the 9.25am bus changed to 9.30am. The Parish Council has explored all avenues in connection with the bus times and concessionary passes, so it will remain to be seen whether anything happens.

Due to tight timescales imposed by DNPA, the following applications have been dealt with between meetings. The proposed plans / correspondence were circulated to all Parish Councillors.
Scatter Rock Quarry – unauthorised forestry ride. Letter received from DNPA advising they consider it appropriate to seek authorisation for legal action to secure the removal of the unauthorised ride and the reinstatement of the land. The Parish Council agreed that “The Dartmoor National Park Authority should apply the relevant planning legislation to determine this case”.
Tree Preservation Order: Western End Bridford - application to carry out works to trees standing in the grounds of The Spinney and Wide Horizon. Following a site visit the Parish Council felt that consideration should be given to complete felling and replacement with suitable semi-mature trees.

Minutes of the Meeting of Bridford Parish Council held in the Village Hall on Monday 5th January 2009 at 7.30 pm.
PRESENT: Cllrs S Purser (Chairman), G Parker, P Percival, G Hearnden, M Howell, L Steer,
S Hamilton-Cox, Mrs J P Banks (Clerk) & two members of the public. Cnty Cllr Brook joined the meeting at 8.25pm
APOLOGIES: None - Full Council. However the Chairman received a message from the Neighbourhood Watch Co-ordinator apologising for not being able to attend the meeting.
PUBLIC DISCUSSION
Twinning Sign - a Councillor commented that the twinning sign at the top of Pound Lane still doesn’t look right being half way down the posts. They also commented that the trees below the Bridford sign need pruning. Cllr Hearnden offered to cut back the trees.
Christmas Tree - Letters of thanks have been sent to Tom French for donating the Christmas tree and to Roger Clark and his band of helpers for putting the tree up in the Village Garden and decorating it with lights. The Clerk was asked to write to Mr & Mrs Dowthwaite to thank them for supplying the electricity to power the lights.
Dog Fouling – A Parishioner has written to the Chief Executive at TDC to complain about dog fouling. The Parishioner is the recipient of regular dog deposits left on his lawn and wishes to know what can be done about it.

MATTERS ARISING
1 Allotments – Miss Claire Sim would like to take on half plot 4B. A letter and tenancy
agreement have been prepared and sent to her. Cllr Howell is hoping to arrange a
meeting with the tenants. The lower fencing and gate have yet to be installed.
2 Play Area - Cllr Parker has had a meeting with the TDC Project Leader to discuss
an environmental play spaces project which will take place during half term. This
will be an open workshop when the children will build a play feature using natural
materials. The Play Area Committee are also looking into the possibility of fencing
the basketball court to provide multi-use facilities.
3 Boundary Committee - the date for the report to the Secretary of State has been deferred
until 13th February 2009
4 Dog Fouling – following information received from Parishioners, the Parish Council sent
a letter to Teignbridge District Council and as a result the Dog Warden has made further
visits to two individual residents to explain their responsibilities as dog owners. If an
owner does not clean up after their pet straight away, this could lead to a prosecution.
The Warden also telephoned a Parishioner who had complained about dog deposits
being left in his garden, but it would appear that private property does not fall under his
jurisdiction. The Parishioner reported seven instances of dog fouling within the village
between 27th December 2008 and 5th January 2009. The Clerk was asked to contact the
Warden again to ascertain in writing, the legal position i.e. exactly where and when he
can and cannot exercise his authority.
5 Road Surface Water - Problems with running water at the bottom of Bridford Hill
(adjoining the B3193), outside of the former Brooks Garage and outside the Bridford
Inn have all been reported to DCC Highways Department and log numbers issued.
In addition, a follow up e-mail has been sent to DCC outlining the seriousness of the
situation at Bridford Hill and an e-mail has been sent to Peter Wastenage asking him to
ensure that ditch behind the gate is kept clear to prevent water running across the road.
6 Maintenance of roads and gullies – DCC Highways have been asked to look at areas
that require attention – Outside Newpark (opposite Moreton Terrace), outside of Heltor
View and past Heltor Rock. All have been issued with a log number.

7 Parking - Cllr Percival, on behalf of the ‘parking sub-committee’ confirmed that the
committee had looked at problem areas in the village, not just outside of Harriers and
confirmed that the best method would still seem to be the outlining of white boxes on the
road with no parking in between these spaces.
8 Replacement of Telephone Kiosk Door – Further update received from BT who are
experiencing major problems in obtaining a replacement door due to the heavy demand
by members of the public to purchase the old style telephone boxes. A diary note
has been made to follow up again at the end of January.
9 Unauthorised caravans and other items on land opposite Poole Farm – The Enforcement
Officer has visited the site and met with the owner who currently keeps ducks, geese
and chickens on the site. There are three caravans, two of which will have to be
removed and the site is also littered with various other items none of which are allowed
if not connected with the use of the land. A wooden building is being constructed and
this, together with the shelter housing poultry feed bins would need planning
permission. DNPA have outlined the seriousness of the situation to the owner and will
report back to the Parish Council when a response has been received and the way
forward has been agreed.
10 Helicopter Landings at Hedgemoor Farm - The DNPA Enforcement Officer has spoken
with the owner of Hedgemoor Farm and explained the twenty-eight day rule i.e. twenty
eight days landings and departures per year without application. (a ‘day’ allows
unlimited landing and departures). It has been left as it is for the time being with the
Parish Council being asked to inform DNPA if it is considered that there is excessive
helicopter movement over the Village.
11 DNPA’s offer to plant trees at Bridford - Brian Beasley of DNPA has confirmed that
the offer to plant trees was to help comply with conditions of planning permission
imposed in connection with the application to provide disabled parking spaces at
the Village Hall. This is nothing to do with the Parish Council, but DNPA have
confirmed that they do have sufficient trees to plant at the top of the allotments as well.
The Clerk was asked to accept this offer.
MEETINGS ATTENDED
Cllr Hamilton-Cox attended a Village Hall meeting. The committee intend to plant
orchard trees and are keen to get this under way. The Clerk asked Cllr Hamilton-Cox
if the committee was aware that grant monies are available to assist with the planting
of orchard trees. Cllr Hamilton-Cox confirmed that it was.
PLANNING

12 Seven Views, Pound Lane, Bridford – proposed improvements to existing vehicular
access. The Parish Council is of the opinion that the proposals will tidy up the existing
entrance and has no objections to the application.

26 DNPA “What’s On” Supplement 2009 – Bridford Fete and Bridford Classic Car Show
27 Code of recommended practice on local authority publicity - A consultation. The paper
invites views on the content of the Code. As the closing date is not until March, the Code
of Practice has been circulated to all the Parish Councillors with a request for comments
at the next meeting.
28 Appointment of Independent Members to the Police Authority and Appointment of
Independent Custody Visitors – The Police Authority is currently advertising for
independent members and custody visitors. Details have been posted on the notice boards
and are available from the Clerk.
29 DNPA – Development Management Review – (previously known as ‘planning’). DNPA
is currently reviewing the delivery of its planning service as part of its programme of
ongoing business improvement and hopes to have the new system in place by the

beginning of the 2009/10 financial year.
30 NALC ‘Stepping Stones’ events 2009 – NALC are holding three stepping stone events in
2009. The conference most likely to be of relevance to local councils in this area will be at
the Congress Centre in London on Tuesday 10th March 2009. Nobody from Bridford
Parish Council will be attending.
31 TEPEE (Teignbridge Play Network) / Sport and Play for All. TEPEE has been awarded
funding from the Big Lottery Play Fund to work with Town and Parish councils and
provide some free play sessions for children on playgrounds, play areas and parks owned
by the councils. The project runs from summer 2007 - summer 2009. A Sport and Play
for All workshop will be held on January 14th at Kenton Victory Hall in association with
Devon Playing Fields Association.
BUSINESS AT THE CHAIRMAN'S DISCRETION:
32 District Council Annual Budget – Teignbridge District Council will be holding a public
consultation event at Old Forde House on Friday 16th January at 2.30pm. Details will be
posted on the notice boards.
33 Coombehead Farm - informal inquiry at Parke, Bovey Tracey January 14th 2009. The
Chairman is unable to attend. Cllr Parker will try to attend depending on existing
commitments. The Parish Council has already made its view clear with regard to this
matter and the Clerk was asked to write to DNPA submitting Bridford’s apologies and
confirming that the Parish Council’s views remain as previously advised.
DISTRICT COUNCILLOR’S REPORT
34 Credit Crunch - Dst Cllr Purser spoke about the Credit Crunch. The committee have
received thirty-six ideas, some having cost implications and some not. A lot of people
have no knowledge of money management and it has been suggested that this should be on
the school curriculum. More money advice should be available, more money could be put
into things like Citizens Advice. Advice needs to reach out further than Newton Abbot. It
has been agreed that there will be no car park or leisure increases next year. The findings of
the Credit Crunch committee go to the Executive on 12th January. The Clerk was asked to
place an item in Unity advising anyone who finds themselves in financial difficulties to
communicate and to get advice without delay.
Cnty Cllr Jerry Brook joined the meeting at 8.25pm. The Chairman invited him to speak.
35 Road Works on the B3193 - After wishing everyone a Happy New Year, Cnty Cllr Brook
spoke of the continued interruptions caused by the maintenance at the bottom of the Teign
Valley Road on the B3193. There will be a road closure overnight in February, this could be
from as early as 6.30pm. Cnty Cllr Brook will try and ascertain the exact date so that a
notice can be put in the next edition of Unity.
36 Recycling - Cnty Cllr Brook had just come from a meeting at Chudleigh where Gordon
Hook gave a presentation on recycling. Housing waste represents only 20% of total landfill,
the rest is commercial.
PUBLIC DISCUSSION -
Edward Morshead Award – there has been a very low level of applications this year. A suggestion that the new Bridford sign should be nominated for an award was unanimously agreed by the Parish Council. The Clerk will complete the appropriate paperwork and submit the application.
